The Falls Do Not Close and Do Not Fully Freeze

The Horseshoe Falls drops about 57 m (188 ft) along a crest about 670 m (2,200 ft) wide, and the American Falls drops 21-34 m (70-110 ft). More than 168,000 cubic meters of water a minute go over the crest in daytime tourist hours. That volume means the Falls never shut for the season and never freeze solid.

What you get instead is ice built up around the edges, mist that turns the trees and railings white, and viewing platforms that can be slick. Google's question about the USA side has a simple answer here too: every tour on this site stays on the Canadian side, which faces all three falls, so no border crossing and no passport is needed. Walking over the Rainbow Bridge to the US side would need a passport and whatever US entry document your nationality requires.

Temperatures From November to April

The table below lines up the average daily highs at Niagara Falls from the 2016-2025 historical record with what each month means for a day trip. The record only publishes figures for some months, so the gaps are marked honestly rather than filled in. December and January are the coldest months you are likely to pick for a day tour, with average highs of 3 C (38 F) and 1 C (33 F).

April is already mild at 13 C (55 F) and sits near the start of the boat season.

What You Gain

Crowds drop after the boat season ends, and the illuminated Falls start early. From November 1 to December 31 the illumination switches on at 4:30 PM, and in January at 5:00 PM, running to 1:00 or 2:00 AM every night of the year. That early dusk is a genuine advantage for a day trip from Toronto, because a tour that leaves at 8:00 AM and gets 3-4 hours at the Falls can show you the Falls in daylight and lit up on the same visit.

The Winter Festival of Lights runs November 14 to January 10, is free, and is Canada's largest free outdoor light festival, with more than 25 new displays. Donations are taken at Dufferin Islands. What You Give Up

The boat is the big loss. Niagara City Cruises, the company once called Hornblower, sails a 20-minute Voyage to the Falls into the Horseshoe Falls basin with an adult ticket at C$47.95 (about $33.85) plus tax, and its season runs April to November on the Niagara Parks listing. Several of the cheaper tours base their whole appeal on that boat, so in winter you are buying a different day.

The Whirlpool Aero Car, C$25, and the White Water Walk, C$21 (about $14.80), are also April to November attractions. What survives intact is Journey Behind the Falls, which is open every single day of the year.

What You Get for the Money

Journey Behind the Falls costs C$33 (about $23.30) for an adult and C$21.50 for a child aged 3-12, with children 2 and under free. An elevator drops about 125 ft through the bedrock to tunnels cut about 130 years ago. The portals look out through the back of the Horseshoe Falls, and a lower observation deck stands at the foot of the falls.

Allow about 60 minutes, and note that a poncho is handed out. In winter the deck view of an ice-fringed Horseshoe Falls is the signature sight of the season, and because the tunnels are underground the ticket works in any weather. The full detail is on the Journey Behind the Falls guide page.

How the Illumination Fits a Winter Day Tour

Because the lights come on at 4:30 PM from November 1 to December 31 and at 5:00 PM in January, a morning departure gets you both versions of the Falls in one visit. Queen Tour and Chariots of Fire both leave Toronto at 8:00 AM, and Queen Tour allows 3-4 hours at the Falls with a return around 5:30 PM, which lands in the early illumination window. The Airlink evening tour inverts the plan: it leaves 20 Bay St at 1:00 PM, gives 3 hours of free time and returns about 11:30 PM, so the whole Falls visit happens after dark.

The Swap Table

The table below lists what each tour does when the boat is closed, using the dates stated on the listings themselves. Niagara Parks puts the boat season at April to November, while the listings give their own windows, from May 8 to November 30 on Queen Tour to May to December on the See Sight helicopter tour. The swaps matter because they change what your day actually contains, not just what it costs.

What the Swaps Cost

A swap is not automatically in the base price. On most tours here the lowest price buys only the coach seat, the guide and free time. BG Tours sells its extras from the guide in cash: the boat $55, Journey Behind the Falls $30, the Skylon Tower $23, the zipline $85 and the helicopter $177.

Queen Tour and Airlink bundle the boat and Journey Behind the Falls into higher package options. Only a few tours put the boat in the base price at all: the See Sight premium van at $136.45 with boat, Journey Behind the Falls and the Skylon Tower, the Truexperiences Sprinter at $183.56 with the boat, and the See Sight helicopter tour at $338.61 with boat, Journey and the helicopter flight. In winter, that means the swap ticket is often the thing you are paying extra for, so read the package before booking.

Budget Coach Days With a Winter Choice

Queen Tour at $52 and BG Tours at $53 sit near the bottom of the price range. Queen Tour leaves at 8:00 AM from any of 10 downtown and Mississauga pickup points and gives 3-4 hours at the Falls. BG Tours gives up to 3 hours and stops at Queenston Heights, and from December 1 to April 30 it lets you pick the winter replacement you prefer.

Its listing contradicts itself on lunch, saying lunch is included in one place and that you buy lunch or picnic in another, so budget for it. Airlink's day tour at $51 leaves later, around 10:30 AM, which shortens your outdoor exposure to the coldest hours.

Small Vans With Tickets in the Price

The See Sight premium van at $136.45 carries a maximum of 7 and includes Journey Behind the Falls and the Skylon Tower in the base price all year, so the winter swap to Niagara Takes Flight affects only the boat portion. The Truexperiences Sprinter at $183.56 puts the boat in the price, but that is worth less in winter when the boat is closed, so check what the listing does between late autumn and spring. At the top end, the private tour at $330.49 from runs 8-12 hours in a Toyota Sienna with a driver-guide, no time limit at the Falls, and add-on packages for boat and Journey tickets.

The Evening Tour Built for Early Dark

The Airlink evening tour at $78.70 is the natural winter fit. It leaves 20 Bay St at 1:00 PM, gives 3 hours of free time at the Falls and returns about 11:30 PM, which means you see the illumination from 4:30 PM or 5:00 PM and have dinner on site, with a Fallsview buffet on recordages that select it. It runs with fewer than 23 passengers, and from January to March the boat slot becomes Journey Behind the Falls or Niagara Takes Flight.

If the lit-up Falls are the reason for the trip, this is the structure to copy.

The Practical List

Average highs of 1 C (33 F) in January and 3 C (38 F) in December understate it, because the mist coming off the Horseshoe Falls blows across the viewing areas and freezes on everything. Wear a waterproof outer layer rather than a wool coat, since it sheds the frozen spray. Waterproof shoes with grip matter because the platforms at Table Rock and at the foot of Journey Behind the Falls get icy.

A hat and gloves are not optional at those temperatures, and a scarf or buff shields your face near the deck. The poncho handed out at Journey Behind the Falls helps, and the boat would supply one too, but the boat is a summer concern. Sunglasses sound odd in winter and are not, because low sun on ice and water is bright.

Pack hand warmers if your tour stands outside for long stretches, and remember the indoor stops: the tunnels at Journey Behind the Falls take about 60 minutes and are out of the wind.
